European Commission Adult Education - Grundtvig Program (OAPEE )

The EU Grundtvig programme focuses on the teaching and study needs of those in adult education and alternative education streams, as well as the institutions and organizations delivering these services. The value of adult learning to employability and mobility is recognized across the EU. At present, adult participation in ‘lifelong learning’ varies widely across the European Union and is unsatisfactory in many Member States. The European Commission adopted an Action Plan in September 2007 to address these shortcomings.

  • The Grundtvig provides important practical support for the implementation of adult learning policies.
  • Grundtvig Networks of experts and organisations work on developing adult education, spreading good practices and supporting partnerships.
  • In 2007 the European Commission Grundtvig Program created a database of relevant institutions, policy-making bodies and others involved in lifelong learning and adult education that develop innovative adult education and management practices, and may exchanges this knowledge.
  • In 2009 Bircham International University presented a program to share its pedagogical experience in adult education. This program was accepted by the European Commission and passed to the corresponding National Agency from the Ministry of Education in Spain (OAPEE - Organismo Autónomo Programas Educativos Europeos) for final review and approval.
  • In September 2009, the OAPEE - Organismo Autónomo Programas Educativos Europeos reviewed and approved the "Effective Pedagogical Approach for Adult Distance Learning Higher Education" program proposed by Bircham International University.
  • The European Commission Grundtvig Program has considered BIU pedagogical methodology an innovative adult education practice that should be exchanged with professionals and bodies involved in lifelong learning and adult education at local, regional and national levels.

Countries around Europe are increasingly emphasising the need to take account of the full range of an individual’s knowledge, skills and competences – not only those acquired at schools, universities or other formal education and training institutions. Recognising all forms of learning is therefore a priority of EU action in education and training.
