Grundtvig Networks of experts and organisations worked on developing adult education, spreading good practices and supporting partnerships.
In 2000, the European Commission adopted an Action Plan to address the teaching and study needs of those in adult education and alternative education streams, as well as the institutions and organizations delivering these services. The value of adult learning to employability and mobility is recognized across the European Union. This plan was called the Grundtvig programme, and it provided important practical support for the implementation of adult learning policies.
Extracted from European Qualifications Framework website in 2010: "Countries around Europe are increasingly emphasising the need to take account of the full range of an individual’s knowledge, skills and competences – not only those acquired at schools, universities or other formal education and training institutions. Recognising all forms of learning is therefore a priority of European Union action in education and training."
In 2007 the European Commission, under the Grundtvig Program, created a database of relevant institutions, policy-making bodies and others involved in lifelong learning and adult education that develop innovative adult education and management practices. The Grundtvig Program program was finalized in 2014. It was replaced by other initiatives of the European Council like the Open Education Europa portal for innovative learning and EPALE - ePlatform for Adult Learning in Europe
In 2009, Bircham International University presented a program to share its pedagogical experience in adult education. This program was accepted by the European Commission and passed to the corresponding National Agency from the Ministry of Education in Spain (OAPEE - Organismo Autónomo Programas Educativos Europeos) for final review and approval.
In September 2009, the OAPEE - Organismo Autónomo Programas Educativos Europeos reviewed and approved the "Effective Pedagogical Approach for Adult Distance Learning Higher Education" program proposed by Bircham International University.
The European Commission Grundtvig Program considered Bircham International University pedagogical methodology an innovative adult education practice that should be exchanged with professionals and bodies involved in lifelong learning and adult education at local, regional and national levels. There we 3 successful edition of this course with ID: ES-2010-226-002 until the closure of the European Commission Grundtvig Program Training Database in 2014.
In 2014, Bircham International University was admitted into the Open Education Europa as a private and independent institution of distance learning higher education at university level. The course to explain the Bircham International University effective pedagogy and experience for adult higher education via distance learning is now provided free of any charge to any educator interested. Interested educators may enroll at anytime of the year and from anywhere. This course is based on the previous edition we published several times at the Grundvigt database until 2013.
